In 2025, HUD lost 25-30% of its staff, there are now fewer Account Executives to provide Owners and Agents with the assistance they need as the portfolio size of each HUD AE has grown.  This mostly impacts owner-managed properties and smaller management companies without compliance departments who often struggle to keep up with timely submissions and new compliance requirements.
